Know your geography!

As you head west from PA what state to you enter?????  If you said West Virginia you are right!  Actually, the southwest border of PA is with, yep, WV.  You cross from PA into WV, head west to Wheeling, WV and cross the Ohio River into Ohio.  It's very hilly, and feels like a hill-billy kind of place, as if bluegrass should be on every radio station.  Wheeling seems like a Civil War town.  Does anyone know if it is?
